必须改善农民在我国收入分配中的地位
——农民增收难问题的行为经济学模型分析

摘要：“三农”问题的核心是农民问题，而农民问题的关键是农民收入缓慢问题。“三农”问题的彻底解决不仅有利于我国农业、农村的发展，而且对我国经济的全面、快速、稳定发展，乃至全面建设小康社会的宏伟目标都会产生重大影响。借助行为经济学模型分析，在我国目前的收入分配体系中，农民处在只能被动接受分配结果而不能参与分配决策的弱势地位，这是我国农民增收难问题的根源所在。因而，改善农民在我国收入分配中的地位，让农民平等地参与决策是解决我国“三农”问题的根本出路。

Abstract: At the core of “the three rural problems” is about peasant, the key of which is peasant’s income. To solve the problems will benefit the development of agriculture and rural areas, which will have positive effect on the economic development of the whole country. By aid of economic behavior model, Imake an analysis on our peasants’ weak position in the present system of income distribution. Under which they can only receive the result of income distribution rather than take part in the decision- making about income distribution. And this is the root
of difficulty of increasing peasants’ income. Therefore, the right way to solve the problem should be improving their position and allowing them to participate decision- making.
